Kelvar is the Duke of Rippon and the husband of Grace.
Events
Kelvar's wife, Lady Grace, is much younger than him, and was raised far above her birth station by the marriage. Kelvar dotes on Grace and spends money on her without hesitation.
Kelvar becomes involved in a dispute with Shemshy over the maintenance of watch towers. The watch towers are intended to protect both Rippon and Shoaks from approaching Red Ship Raiders. However, Kelvar refuses to appropriate adequate funds.
Fitz accompanies Verity Farseer on a visit to Bayguard to sort out these issues. Kelvar's devotion to his young wife becomes apparent to Fitz.
Later, Kelvar agrees to fund the watchtowers. He is presumably persuaded by Grace, who had been encouraged to do so by Fitz.
